UN-Habitat and UNHCR in partnership with the Turkana County Government began a process of spatial planning for the 1500 hectare site refugees coming from South Sudan due to failure to ceasefire. The new site was to be developed in order to accommodate 60,000 refugees and members in a manner that the host community could settle in an accessible, vibrant and functional settlement, complete with adequate social and physical infrastructure and a diversity of economic opportunities. The county government of Turkana was involved in the settlement planning, construction, monitoring, and evaluation; preparing its capacity to administer and management in the medium to long term.
